have you cleaned the slave and master cylinder good and then checked for leaks? usually if either go bad, you'll see fluid leaks.

not sure about the RX7, but on most cars, if you just block it off, you'll have very hard steering. you can check this by trying to turn the wheels with the car not running. that's how it will turn...
