issue with loss of power?

Hi there, my name is Tim and im getting ready to purchase a 1989 for 1500 bucks. The seller says that it has an issue that when you get up to 60mph or so the car loses power and to fix it you have to turn the key off and back on while still rolling and power comes back. He told me it would be about 700 bucks and have to basically tear out the motor to replace the part that is bad. Does this sound familiar or accurate? This is going to be my first rx7 so any input would be great, thanks!
